CMakeLists.txt uses the new (from 3.15) CMAKE_MSVC_RUNTIME_LIBRARY setting; sadly this doesn't seems to be honored unless CMP0091 is set to NEW

Tested with cmake version 3.19.20122902-MSVC_2 and VS2019 on Windows.
