### Description
When building Debug libraries with cmake wxwebpd.lib (wxwebp.lib with a 'd') is not generated on windows

#### Bug description:

When building Debug libraries with cmake wxwebpd.lib (wxwebp.lib with a 'd') is not generated on windows
CMake args:
```
      -DCMAKE_BUILD_TYPE:STRING=DEBUG
      -DwxBUILD_SHARED:BOOL=FALSE
```
#### Expected vs observed behaviour:

wxwebp.lib is generated for both release and debug cmake build types

I expected wxwebpd.lib to get generated similar to the other libraries like wxtiffd.lib/wxtiff.lib

the setup.h header does a #pragma comment link with the 'd' appended:

```
#define wx3RD_PARTY_LIB_NAME(name) "wx" name wxSUFFIX_DEBUG
