After the changes introduced in PR #1496, it is no longer possible to build tonlibjson and the emulator as static libraries, except for WASM.

This issue blocks our application update in [getgems-io/ton-grpc#1170](https://github.com/getgems-io/ton-grpc/pull/1170), as we require a static tonlibjson build for proper integration.
