The top-level `requirements.txt` bundles default.txt + test.txt + developer.txt, but build.txt is only pulled in by the contributor install as a separate step. 

Changes:
 - Add `-r requirements/build.txt` to requirements so installing developer requirements automatically includes build tools
 - Update INSTALL.rst venv instructions to a single pip install `-r requirements.txt` step (no longer need pip install -r requirements/build.txt separately)
