There's `setup.cfg` in the repo already and `setup.py` is not needed anymore since the entry point for building dists is now PEP 517 configuration. Earlier, `setup.py` would be necessary to keep the support for editable installs (`pip install -e .`) but it's not the case with today's modern setuptools releases.
