[smart-open 1.11.0+](https://pypi.org/project/smart-open/1.11.0/ ) is Python3 only but pip under Python 2 is unable to automatically select the right version since smart-open is missing the Requires-Python metadata as defined in [PEP-503](https://www.python.org/dev/peps/pep-0503/) Under python 2: `pip install smart-open` using the latest version of pip installs smart-open 1.11.0
