Bump the managed `jakarta.validation-api3.version` in the root pom from 3.0.2 to 3.1.1.

Jakarta Validation API 3.1 is the current release line (Jakarta EE 11); 3.1.1 is a drop-in replacement for 3.0.2 at the API level used by the server modules.
