## Summary
Update the project build requirements to require JDK 17 as the minimum Java version.
## Changes
- Update `requireJavaVersion` in maven-enforcer-plugin from `1.8` to `17`
- Upgrade `maven-enforcer-plugin` from `3.5.0` to `3.6.3`
- Switch `spring-boot-maven-plugin` reference from `${spring-boot2.version}` to `${spring-boot3.version}`
## Context
Backend services (Collector, Web, Batch) already target JDK 17+ per the project tech stack. This change aligns the enforced build-time Java version with the actual runtime requirement.
Note: The Java agent itself still needs to support JDK 8+ as a target runtime — this issue only concerns the build/services side.04 / LABELS
