### OpenVINO Version
2024.6.0
### Operating System
macOS Systems for Apple Silicon
### Hardware Architecture
ARM (64 bits)
### Target Platform
Apple M1 Pro
### Build issue description
While trying to use openvino provided from PyPI, I get the following error:
```
$ python -c 'import openvino'
Traceback (most recent call last):
...
'.../libopenvino.2460.dylib' (segment '__LINKEDIT' load command content extends beyond end of file)
```
I did not see this issue while using the homebrew distribution (although it's using 2025.0):
```
$ brew install openvino
$ /opt/homebrew/bin/python3 -c 'import openvino; from openvino._pyopenvino import get_version; print(get_version())'
2025.0.0-000--
```
with the dylib installed by brew, I can't use the virtual env
```
ImportError: Check 'versions_compatible' failed at ../../../../repos/openvino/src/bindings/python/src/pyopenvino/pyopenvino.cpp:98:
OpenVINO Python version (2025.0.0-17942-1f68be9f594-releases/2025/0) mismatches with OpenVINO Runtime library version (2025.0.0-000--). It can happen if you have 2 or more different versions of OpenVINO installed in system. Please ensure that environment variables (e.g. PATH, PYTHONPATH) are set correctly so that OpenVINO Runtime and Python libraries point to same release.
```
after uninstalling the brew version and trying 2025.0 with pip, I get the same `__LINKEDIT` error:
```
$ python -m venv openvino_2025_env_311
$ . openvino_2025_env_311/bin/activate.fish
