**Describe the bug** A clear and concise description of what the bug is.

The TCAT Commissioner is designed (in Python) for any OS (Windows/Linux/MacOS). However, the current setup and specifically the pyproject.toml file is not suitable for all platforms.

Current issues:
* module 'cryptography' is needed but not installed automatically
* module 'pyreadline3' is needed under Windows only (not Linux), but isn't installed. It should be conditionally installed.

**To Reproduce** Information to reproduce the behavior, including:

Run `poetry install` on a Windows system, followed by `poetry run python bbtc.py --help` . Modules will be missing.

**Expected behavior** A clear and concise description of what you expected to happen.

The following file section dependencies works on Windows:

[tool.poetry.dependencies]
python = "^3.10"
bleak = "^0.20.2"
pytest ="^7.1.2"
cryptography = "^46.0"
pyreadline3 = { version = "^3.5", platform = "win32" }
```

The upgrade to >= 3.10 is needed to avoid issues with 3.9 and 'cryptography'. And 'pyreadline3' is conditionally included.

However, due to the conditional inclusion we can't store `poetry.lock` anymore in the repo!  Because it would look different on Linux vs Windows systems, it would need to be locally generated upon install.

Is it ok to change the build system in this way? Documentation update is also needed then.
