## Problem Description

DpZLibCompressor is added to builds on machines with zlib.so but don't have zlib-devel installed. I get this build error

## How to Reproduce

1. Build deployment on a machine that has libz.so installed but not zlib-devel

## Expected Behavior

DpZLibCompressor is not included in builds that don't support libz.so and zlib.h
