### Overview

Ref #5899 for alpha build details. Release Please is currently configured to set all releases as "next", but only beta and production releases should be marked as next. Should be just a few lines of config to change.

### Additional Info

This is causing some issues where folks are setting their package.json to install `mocha@next` (or some similar syntax).

(I'm out on disability this month so I don't have much time to dedicate to this one.)
