The 311 release has no version information for the pyd files. 310 did have have version (for python 3.13 it's: 3.13.310.0). This messes up msi upgrades if those files are included as they are being discarded as old. You can get the pyd version using the following command in power shell: `(Get-Item "path to pyd").VersionInfo.FileVersion` (also `ProductVersion` exists in addition to `FileVersion`). Not sure where in the ci/build process this is happening.
