### Description

liquibase-core 4.29.2 contains 2 competing versions of commons-test (1.12.0, 1.11.0) as a transitive dependency.

This causes an issue when using maven-enforcer 

### Steps To Reproduce

1. Create a project with liquibase 4.29.2
2. Check the dependency tree of the project

```

### Expected/Desired Behavior

liquibase should only resolve one version of each used library, and enforce this by using [Gradle Resolution Rules](https://docs.gradle.org/current/userguide/resolution_rules.html#sec:conflict-resolution-strategy) while gradle is able to resolve these issues most of the times, this can cause inconsistent library versions within the same artifact.
