Currently `test/CMakeLists.txt` does not inherit C++ standard configured by `cxxopts_set_cxx_standard()` during install phase, and all tests hardcode `set(CMAKE_CXX_STANDARD 11)` and `set(CMAKE_CXX_EXTENSIONS OFF)`. (This was discovered when I try to fix build by lifting C++ standard to C++17 for icu4c on NixOS.) Is this an intended behavior or not? If not I could help to solve it :)
