### Steps to reproduce the issue
#### I first cloned Open3D version 0.16 release, Then, I build Open3D (on a fresh Raspbian 64-bit OS installed on Raspberry Pi 4 Model B with 8GB RAM) with:

cd build
cmake \
-DBUILD_GUI=OFF \
-DPYTHON_EXECUTABLE=$(which python3) \
-DBUILD_ISPC_MODULE=OFF \
