[0.26] Add an option to build with packaged GTest. It will be very useful for most Linux distributions.
Use something like this:
```cmake
if (IWYU_USE_EXTERNAL_GTEST)
find_package(GTest CONFIG REQUIRED)
else()
...
endif()
