Installing a package with `grpc-tools` as a dependency using `npm ci` fails due to `./node_modules/.bin/node-pre-gyp: No such file or directory` (on Windows, it will fail with `'.' is not recognized as an internal or external command`). I've encountered this before and it seems to be a recurring issue with #365, but it is back with `grpc-tools` 1.7.0 and npm `6.8.0`.
Not a benchmark task.
- In a clean container the reported failure did not reproduce, or the known fix did not make the project run.

### Problem description Installing a package with `grpc-tools` as a dependency using `npm ci` fails due to `./node_modules/.bin/node-pre-gyp: No such file or directory` (on Windows, it will fail with `'.' is not recognized as an internal or external command`). I've encountered this before and it seems to be a recurring issue with #365, but it is back with `grpc-tools` 1.7.0 and npm `6.8.0`. ### Reproduction steps ```bash npm install grpc-tools npm ci ``` This error comes up in Travis CI builds where `npm ci` is used as well. ### Environment - Ubuntu 18.04 - Node 10.12.0 - npm 6.8.0 - grpc-tools 1.7.0 ### Additional context I believe I've narrowed down the issue to the `install` script in `package.json`, which deviates from the script for the main `grpc` package. I'm opening a PR for it separately.
