`google-auth` [is used](https://github.com/search?q=repo%3Agoogleapis%2Fpython-aiplatform%20google.auth&type=code) in this repository but it is not explicitly listed as a direct dependency in `setup.py`





`google-auth` should be added as a direct dependency here:

The minimum supported version of `google-auth` should also be added to `testing/constraints-3.7.txt` so that we run tests against it.
