### Description The package `sqlalchemy-bigquery` currently restricts Python version support to `<3.15` in [packages/sqlalchemy-bigquery/setup.py](https://github.com/googleapis/google-cloud-python/blob/main/packages/sqlalchemy-bigquery/setup.py#L124): ```python python_requires=">=3.10, <3.15", ``` Because the repository's presubmit import profiler check runs on Python 3.15 (pre-release), this upper-bound ceiling causes pip install -e . to fail during setup on PRs modifying sqlalchemy-bigquery, blocking the GHA check. Proposed Solution removed the upper bound constraint `python_requires=">=3.10, <3.15"` to `python_requires=">=3.10"`. PR: https://github.com/googleapis/google-cloud-python/pull/17788
