getmoto/moto #9810 · read the original issue

## Problem

`pydantic<=2.12.4` constraint prevents using newer versions required by downstream libraries.

`fastapi-pagination` v0.15.x requires `pydantic>=2.12.5` and will drop support for <2.12.5 in v0.16.0.

## Current constraint locations in setup.cfg
- Line with `pydantic<=2.12.4` (appears 3 times)

## Proposal solution
Change to `pydantic<=2.12.5` or remove upper pin if no known incompatibilities.
