As part of the [RISE](https://riseproject.dev/) project, we are working on building, testing, and publishing popular Python packages for the riscv64 architecture.

We have been building and testing `contourpy` on `riscv64` for several months now, including versions `1.3.1`, `1.3.2`, and `1.3.3`. Prebuilt wheels are available [here](https://riseproject.gitlab.io/python/wheel_builder/packages/contourpy.html). 

We would like to upstream riscv64 support in `contourpy`, but I have a few questions and concerns:

NumPy does not currently publish `riscv64` wheels.

- I see that `ppc64le` and `s390x` wheels are published, but they appear to face the same limitation regarding `NumPy` availability. Is this intentional?

When installing `contourpy` on these architectures, `NumPy` is built from source.

Are there specific use cases where shipping wheels for these architectures is still desirable despite this?

- Tests are skipped for `ppc64le` and `s390x`. I assume we can follow the same approach for `riscv64` as well.

As part of the RISE project, we also build and publish `NumPy` wheels for `riscv64`, so in practice users on `riscv64` could rely on those wheels to avoid building `NumPy` from source:

python -m pip install contourpy --prefer-binary --extra-index-url https://gitlab.com/api/v4/projects/riseproject%2Fpython%2Fwheel_builder/packages/pypi/simple
```
as described in our official [documentation](https://riseproject.gitlab.io/python/wheel_builder/install.html), This will install latest `contourpy` wheel from PyPI and retrieve `NumPy` wheel from our public gitlab registry. 

So my question is: would you be open to adding riscv64 support? I already have a PR ready to submit. Additionally, would you like to include a mention in the README about our registry?
