ENABLE_HIDAPI option is not respected

### Current Behavior

When setting ENABLE_HIDAPI=OFF in the CMake build, HidapiWiimote.cpp is still built and thus causes an error:


### Expected Behavior

There is no error related to HIDAPI not being found.
