The wheel that is published on PyPI claims to be for both Python 2.x and Python 3.x, however it was apparently built with Python 2, because https://github.com/boto/boto3/blob/develop/setup.py#L23-L26 will cause it to always have futures==2.2.0 even on Python 3. This is because the install_requires are "baked" in at wheel creation time, not installation time.
