### What problem are you trying to solve?

I am trying to use @babel/eslint-plugin with ESLint 10 without peer dependency errors.

### Describe the solution you'd like

Add ESLint 10 and `@babel/eslint-parser@8.0.0-rc.2` to `peerDependencies` and fix any other issues

### Describe alternatives you've considered

Staying with ESLint 9 is not ideal.
