### Describe the feature

We run linter and fix issues when generating clients



https://github.com/aws/aws-sdk-js-v3/blob/f9bc7afd7af7535c0de8123d0820faa8ebec7e16/scripts/generate-clients/code-eslint-fix.js#L6-L12



However, the linter is not run on packages and lib.

### Use Case

Running a linter can be used to enforce rules to avoid issues like in https://github.com/aws/aws-sdk-js-v3/issues/4067

### Proposed Solution

Run eslint on packages and lib during prebuild as follows:

```
