The py34 [and py35] environment isn't recognized with tox 1.4.

$ pip install -e .
$ pip list | grep tox
tox (1.4)

$ tox
ERROR: unknown environment 'py34'

$ pip install -U tox
$ pip list | grep tox
tox (2.3.1)

$ tox
<tests for all environments run>
