arrayfire/arrayfire #3001 · read the original issue

Cuda 11 drops support for compute capability 3.0 (and 3.2), but the default `CUDA_architecture_build_targets` still gets set to `3.0;3.5;5.0;5.2;6.0;6.1;7.0;7.0+PTX`  when building on node without a GPU, which means the build fails.
