### 问题描述 Issue Description
已按照 [macOS 下本机编译](https://www.paddlepaddle.org.cn/documentation/docs/zh/develop/install/compile/macos-compile-make.html#span-id-compile-from-host-span) 流程进行 setup
在使用 M4 芯片的 Macbook Air 进行 cmake 时会出现如下报错

build 命令：
```bash
time cmake .. -DPY_VERSION=3.10 -DPYTHON_INCLUDE_DIR=${PYTHON_INCLUDE_DIRS} -DPYTHON_LIBRARY=${PYTHON_LIBRARY} -DWITH_GPU=OFF -DWITH_ARM=ON -DWITH_TESTING=ON
```
但如果加上 -DWITH_TESTING=OFF，则 cmake 不会报错
前几天还没有这样的报错🤔
