The test stages of e.g. the [linux](https://github.com/KhronosGroup/glslang/actions/runs/15759127354/job/44421302557?pr=3978) and [macos](https://github.com/KhronosGroup/glslang/actions/runs/15759127354/job/44421302627?pr=3978) CI builds no longer run any tests, but instead report:

```

I've confirmed locally that reverting #3955 restores test execution on Linux.
