Once available Spring Cloud Hoxton SR5 in #3324 will be compatible with Spring Boot 2.3 as per this comment: http://disq.us/p/29cenpq so we can upgrade Spring Boot without a major upgrade in Spring Cloud as a follow up of #3019.



Reviewed to upgrade directly to Spring Boot 2.4, this requires Spring Cloud 2020 Ilford which is a milestone now with a tentative release date Dec 21st: https://github.com/spring-cloud/spring-cloud-release/milestone/82
