[Jaxb-api](https://github.com/Activiti/Activiti/blob/develop/pom.xml#L202..L207) was added in `test` scope. However it's needed in compile scope otherwise Runtime bundle fails to start.

Actions:

- remove `test` scope from Activiti core: [root pom](https://github.com/Activiti/Activiti/blob/develop/pom.xml#L206), [activiti-engine](https://github.com/Activiti/Activiti/blob/develop/activiti-engine/pom.xml#L152) and [activiti-spring](jaxb-api)

- Remove the entire dependency from everywhere in the examples
